TOR For Lahore Mass Transit System Recenlty Floated

The Following TOR floated by the Punjab Government shows that the present government still considering the very important Lahore Mass Transit Project

TERMS OF REFERENCE
FOR
THIRD-PARTY DUE DILIGENCE OF THE REFERENCE DESIGN OF GREEN LINE, OF LAHORE RAPID MASS TRANSIT SYSTEM (LRMTS)

1. BACKGROUND
Government of Punjab is planning to implement a mass transit system for Lahore, the second largest urban centre in Pakistan, with population over nine million. In Sept. 2005, the Government of the Punjab, Transport Department, commissioned MVA Asia, to undertake a feasibility study for developing a strategic network of Rapid Mass Transit System for the ‘metropolitan’ area of Lahore, identify and prioritise corridor and prepared a feasibility study of the first priority line named the Green Line. The feasibility study was completed in August 2006. The study recommended an integrated network of four lines, about 80km with 90 stations, and proposed that the Green Line (27 km with 22 stations) should be implemented as a top priority.
The Government of the Punjab, following the recommendations proceeded to prepare the reference design of the priority line, and commissioned SYSTRA SA of France prepare the Reference Design covering up to 30% level of detail and prepare tender documentation for the implementation of the Green Line.
The consultants were engaged to complete the Reference Design as per ToR attached as Annex A. The consultants completed their work in June 2008, and have submitted the Final Report on Study along with Reference Design (30% level) and Tender documents as per contract between Systra and Transport Department, Government of the Punjab.
2. OBJECTIVES OF PROPOSED SHORT-TERM CONSULTANCY TO FOR THIRD-PARTY DUE DILIGENCE OF LRMTS GREEN LINE REFERENCE DESIGN & REPORTS SUBMITTED BY SYSTRA.


The Government of Punjab, Transport Department now intends to hire services of well reputed international consultant(s) / experts for undertaking technical due diligence and vetting of the LRMTS Green Line ‘Reference Design’ work submitted by Consultants, Systra, through the proposed third-party evaluation (TPE) to ensure that the technical reports submitted, the design & tender documents prepared are in accordance with their ToR, contract.

3. SCOPE OF SERVICES:

a) The TPE Consultant(s) will undertake a general review of the planned LRMTS Project Reports, study project’s feasibility report and ascertain adequacy of the Green Line Reference Design work completed by the Consultants. The Third Party Evaluation Consultant shall also ensure that project’s analysis has ensured an optimal design and has conducted the work through sound value engineering approach, and the standards adopted are universal, and provide value for money. Further ensure that the design could be implemented as proposed in the ToR.

b) For the purpose, the TPE Consultants shall undertake an assessment of project’s standards, review the technical design criteria and ensure that financial / economic and environmental feasibilities have fully covered the study ToR requirements. Project forecasts and risks analysis, construction plans and constructional techniques proposed by the LRMTS GL Reference Design Consultants have evaluated to assure timely project implementation.

c) TPE Consultants shall examine completeness of the feasibility and reference design work ensuring that consultancy deliverables were competently achieved with respect to following specific consultancy outputs by the LRMTS Green Line Reference Design Consultants:-

I. Review of the Network planning and selection of the priority corridor for LRMTS GL implementation was adequately covered.

II. Review and update of travel demand and revenue generation forecast are adequately prepared.

III. Suitability of proposed constructional techniques of viaducts, tunnels, stations, systems, rolling stock and systems technology keeping in consideration are according to the GL requirements and are based on value engineering principles and cover the needs and affordability.

IV. Environmental Impact Assessment (EIA) has been adequately covered as per requirements of the ToR and the prevailing Environmental standards and laws.



V. Suggested regulatory regime for implementation and operation of LRMTS Green Line.

VI. Proposed options and scheduling for implementation of the project.

d) TPE Consultant(s) shall thoroughly review the Consultants reports on LRMTS Reference Design for ‘Green Line’ to ensure that the proposed design of the project is most appropriate and best suited to the city’s transportation requirements.

4. Time Duration:

Consultant would be required to complete the whole assignment within a period of six (6) weeks and produce a report documenting their findings.


5. QUALIFICATION & EXPERIENCE REQUIREMENTS:


The expert(s) to be engaged should be qualified having vast international experience of planning, design and evaluation of Mass Transit System projects in metropolitan cities of the World, preferably in Asia.

Dear Asim,
This is 1 year OLD TOR issued last year.
I sympathize, as you are a die hard fan of LRMTS same is true with me...
but in present Economic circumstances it's not feasible.
I told you earlier Mr. Sharif is going all out for Buses in Lahore and tomorrow's meeting with Task Force on Lahore make it more clear his Government's priorities.

oooooooo Tayyab ur comments really made me sad. Ya you may be right, these Nawaz & Shahbaz Sharif are really adamant and when they stick to something than no body can change their mind. So I hope somebody may convince him for Lahore Mass Transit Project.

Asim, big guns of SYSTRA / MVA tried their utmost to convince Mr. Sharif when he took over Punjab Government in 2008, on LRMTS project... but when Sharif starting raising questions the LRMTS hype created by SYSTRA / MVA died on the spot.

like... only one Route (Priority Green Line)will be build on Shahdara -Ferozepur Route. It will take minimum 5 years....and when construction starts Traffic on these roads will come to almost stand still.

The Basic theme of Transport Engineering is to urge public to use Bicycles & Buses not their Own Conveyance but here its all reverse Government urge people to use Cars & Motorcycles.

My friend first build Transport System comprises of Buses, Rickshaws & Bicycles and urged people to use them and then Convert it to Underground / Elevated Train System.

Dear Tayyab! You are indeed very right. I know these things and can well understand as I am a Civil Engineer, worked for around five years and now in Germany doing my masters in Structural Engineering. Here one dont need car, people use bicycles and trams and U-Trains (the undergrounds) to reach their destination. The cycle here is more expensive than a motorcycle in Pakistan. This is not with Shahbaz Sharif, what Musharraf did, make Car leasing so easy that every body was going for his Personal Car. and makeing the roads so congested and horrible to drive. Above all the noise and the pollution. My God I dont know when our leaders starts thinking really bit beyond not for just four or five years

LMTS would take over a decade and most importantly it is expensive. I will never ever, at this stage, would fever U-ground system for lahore. insteard of this, BRT system comprised of buses is less expensive (would need less than $1 billion) and system would be fully functional within 18 months. It would carry more more passengers than LMTS. BRT system is self sufficent.
passenger Fare for LMRT is estimated around Rs.140 for each direction. Who will travel for Rs. 280 for a complete journey?
Moreover, what is fare collection procedures, network connectivity and future land use pattrens?
how many public aminities are connected with LMRT?

Romail!. Your estimates might be ok but when a project has been conceived, its feasibilty has been finalized, its inial funding has been released by the Donor, than what is the harm in initiating it. RMTS indeed comes after the BRTS but now the thing is that when already so much efforts has been done on a project, than we should materialize it or should we follow the history of making the project and than abondoning. One more thin, now in these times of environment considerations and awareness, I think LRMTS is the first towards it.

Even you know Dubai has gone for Dubai Metro Project, before starting BRTS. Indeed its all the matter of money but we should also see the other aspects too.

I'll reiterate LRMTS is not feasible in Pakistan.
LRMTS can only build by Foreign Consultant & Construction companies and they charged hefty Amounts. In India scenario is almost reverse they have employed their own Consultant & Construction Teams and only Technical study being done by Foreign Consultant (SYSTRA).

I think we have to forget LRMTS for 15-20 years hope our economy flourish 7-8 percent then we may get LRMTS, just look at Mubarak Center and Lahore Ring Road, partial work completed in 3-4 years.

Tayyab! In LRMTS also MVA was going to work with my company as joint venture of Consultants. It was I think in August 2006 when we got the feasibility report from MVA in NESPAK. So MVA alone was not going to excute this project, theremust be atleast one local consultancy firm and may be many contractore hired by them. So ur idea that only MVA is going to do that, is wrong.

Asim i'll not post every thing which i know in this blog. I told you earlier I was the Part of SYSTRA / MVA and a local consultant designing the LRMTS.
SYSTRA / MVA / Local Consultant are one or the same ting if you know the Organization Hierarchy which, of course i know.
As for NESPAK, they are old school guys.

hmmmmmm, you may be right Tayyab! but I think we dont need to prolong this discussion. So the conclusion is that LRMTS is over...... OK.... Because I think I still prefer shahbazsharif on LRMTS as he may do something like this may be in future... InshAllah
